Kate K. Boye, PhD, CISM, CIPP, CIPT, is a cybersecurity governance leader with a career built at the intersection of data protection, risk management, and enterprise technology strategy. She currently serves as a Technology Lead at Infosys Consulting, where she leads the Data Security Track of a large-scale Data Governance Program, with a focus on Microsoft Purview DLP, sensitivity label taxonomy design, and enterprise data classification. Her work translates complex regulatory and technical requirements into governance frameworks that executives, legal teams, and technical staff can actually operate.
Kate's expertise spans cloud and data protection, IT/OT consulting, solutions architecture, IT audit, and GRC and RMF advisory. She has built executive reporting programs grounded in live data, led cross-functional stakeholder engagement with legal, audit, and governance teams, and managed the full lifecycle of enterprise DLP exception governance. Her credential portfolio reflects that multi-cloud range in full: certifications across AWS, Google Cloud, and Microsoft, including Microsoft Certified: Cybersecurity Architect Expert (one of Microsoft's highest-level security certifications), alongside her CISM and privacy certifications. She approaches security not as a purely technical discipline, but as a business strategy problem, one that succeeds or fails based on how well it is governed, communicated, and adopted.
Alongside her consulting work, Kate is an adjunct instructor at Purdue University Global, where she teaches IT Consulting Skills and builds original course materials from the ground up. She holds a Doctor of Philosophy in Information Technology and a Master of Science in Information Systems Security, both from the University of the Cumberlands, and is pursuing a second doctorate (a Doctor of Science in Cyber Leadership at Capitol Technology University), with a dissertation grounded in an IRB-approved research methodology examining the governance and ethical challenges of AI-enabled and quantum-ready cyber defense. Her academic publishing spans AI governance, Zero Trust architecture, post-quantum cybersecurity, and healthcare cloud security, including a co-authored paper published in IEEE Access on power grid cybersecurity and AI-related threats, plus a growing body of working papers and preprints under her own KBTECH Governance and Security Research Series.
Kate is an active speaker and mentor within the ISACA Greater Houston Chapter, where she has presented at the Privacy Saturday Forum on topics ranging from major data breaches to emerging AI and privacy legislation, and delivered guest lectures on cyber risk governance and the human factor in cybersecurity leadership. She has been invited to join the Chapter's Authorized Instructor Program, beginning with CISM, extending her teaching into certification-track instruction. She is also a member of Women in CyberSecurity (WiCyS) and the Cloud Security Alliance's AI Working Group.
